Early Years
Visionary Beginnings
Established in 1915 by Judge Hugh A. Locke, Birmingham School of Law was founded on the principle of offering practical legal education to individuals unable to attend traditional full-time law schools. Classes initially met at Birmingham-Southern College and later at the Birmingham YMCA, before relocating to the Jefferson County Courthouse in 1929.
Overcoming Challenges
Standing Strong Through Adversity
Birmingham School of Law maintained continuous operation through major historical events, including the Great Depression and both World Wars. Judge Locke personally ensured the school’s survival, teaching extra classes during wartime. After WWII, enrollment surged with the GI Bill, and the school gained recognition for supporting women in law, establishing Alabama’s first chapter of the Phi Delta Delta legal fraternity (now Phi Alpha Delta).
Safeguarding Education
Protecting Our Mission
In the 1970s and 1980s, Dean Hugh A. Locke Jr. successfully led efforts to preserve Birmingham School of Law amid proposals to limit bar eligibility to graduates of accredited institutions only. His advocacy resulted in a landmark 1985 Alabama Supreme Court ruling that safeguarded the future of the school and other non-accredited law programs in the state.
Modern Growth
Expanding Opportunities
Since relocating to downtown Birmingham in 1996, Birmingham School of Law has continuously enhanced its programs and facilities. The addition of a comprehensive Saturday program in 2009 enabled more students from across Alabama to pursue their law degrees. In 2013, the school moved into its dedicated facility, the Judge Hugh A. Locke Building, featuring advanced learning spaces, a moot courtroom, and extensive legal resources.

Continuing Our Legacy Today, Birmingham School of Law continues Judge Locke’s original mission, offering quality, affordable legal education to students balancing careers, families, and other obligations. With approximately 400 current students, a distinguished faculty of practicing attorneys, and successful alumni across Alabama, we remain committed to empowering the next generation of legal professionals.
